Hyderabad: Chief Minister A. Revanth Reddy directed officials to implement a comprehensive Farm procurement plan covering every stage from seed distribution to crop purchases, aiming to ensure farmers do not face difficulties during cultivation and procurement.
The Chief Minister reviewed monsoon preparedness, the agricultural season and related measures with Deputy Chief Minister Mallu Bhatti Vikramarka, ministers Tummala Nageswara Rao and D. Sridhar Babu, Rajya Sabha member Vem Narender Reddy, Chief Secretary K. Ramakrishna Rao and senior officials.
During the meeting, officials discussed lessons from previous paddy procurement operations and recommendations submitted by the Farmers Commission, agricultural universities and experts.
Farm procurement plan to track crops from sowing to purchase
Revanth Reddy instructed officials to constitute a high-level committee to ensure smooth procurement operations from the next season onward. The committee will function under the Agriculture Secretary and include the Agriculture Director, Civil Supplies Managing Director and Planning Department Secretary.
According to the Chief Minister, the Farm procurement plan should monitor every stage of cultivation. The committee will oversee seed distribution, farmer registration, crop records, yield estimates and grain procurement activities.
Furthermore, it will examine precautions and corrective measures required at different stages of the agricultural cycle. Officials will also use modern technology and field-level monitoring to maintain accurate records. The Chief Minister directed authorities to document details of crops cultivated in every village and the area under cultivation through ground-level verification.
Farm procurement plan focuses on paddy procurement and fine rice varieties
Revanth Reddy instructed departments to ensure smooth procurement operations in line with minimum support prices and Central government guidelines. He also directed officials to prepare advance action plans to tackle issues related to unseasonal rains, weighing, transportation, storage and marketing.
The Chief Minister said the government must make seven varieties of fine paddy seeds available to farmers receiving bonuses for cultivating fine rice. Moreover, these seeds should be supplied through subsidies and distributed at Rythu Vedikas.
He ordered officials to collect complete data on farmers cultivating fine paddy and maintain accurate yield estimates. The Farm procurement plan also requires the Agriculture Department to closely track production trends across the state.
Farm procurement plan includes technology and fertiliser reforms
Revanth Reddy directed officials to transform Rythu Vedikas into farmer service centres. He said farmers should be able to register their details and purchase seeds and fertilisers at these centres.
In addition, one official each from the Agriculture, Revenue and Police departments should remain available at every Rythu Vedika. The Chief Minister assigned district-level monitoring responsibilities to Additional Collectors.
He also directed officials to study the results of the artificial intelligence pilot project launched in Dammapeta mandal of Bhadradri Kothagudem district. According to him, the Agriculture Department should adopt AI-based solutions wherever beneficial. To improve transparency in fertiliser distribution, he ordered the introduction of an app-based booking system.
Farmers will be able to book fertilisers through the application and collect them from Rythu Vedikas. The Farm procurement plan also includes closer coordination with the Centre to secure adequate allocations of urea and other fertilisers for the Kharif season.
Farm procurement plan extends to cooperative institutions
The Chief Minister instructed officials to reduce losses in MARKFED and improve its financial performance. He said the government adopted a strategic approach in maize procurement, helping reduce potential losses. According to him, maize that previously fetched around ₹13,000 per tonne received tender rates of more than ₹21,000 per tonne this year.
Revanth Reddy also directed authorities to strengthen Oilfed and improve its profitability. Furthermore, he called for strengthening the state dairy sector and ensuring timely payments to milk producers. He reiterated that the Farm procurement plan should create a more efficient and farmer-friendly agricultural ecosystem across Telangana.
