NIA files chargesheet in ISIS-linked bioterror conspiracy case

Hyderabad: The National Investigation Agency filed a chargesheet against three accused in an ISIS bioterror conspiracy linked to an alleged mass poisoning plot in public spaces.

The NIA named Hyderabad-based Dr Syed Ahmed Mohiuddin along with Azad and Mohammad Suhel from Uttar Pradesh in the chargesheet. Officials filed the case before the NIA special court in Ahmedabad.

Investigators booked the accused under provisions of the Unlawful Activities Prevention Act, Bharatiya Nyaya Sanhita and Arms Act.

According to the agency, the accused acted under instructions from foreign-based ISIS-linked handlers. Investigators alleged that they recruited vulnerable youth and spread radical ideology.

Officials also claimed that the accused planned terror activities using prohibited weapons and bioterror methods.

ISIS bioterror conspiracy involved ricin preparation

The investigation revealed that the accused allegedly planned to use ricin for the conspiracy. Ricin is a toxic biological substance naturally found in castor seeds.

The case surfaced after Gujarat ATS arrested Mohiuddin in November 2025. Officials allegedly found illegal weapons, incriminating materials and four litres of castor oil in his vehicle at a toll plaza.

The ATS investigation later led to the arrest of the two other accused. According to the NIA, Azad and Suhel allegedly collected money and illegal weapons from a dead-drop site in Hanumangarh, Rajasthan.

Investigators alleged that the accused later transported the materials to Gujarat. After taking over the case in January 2026, the NIA alleged that Mohiuddin converted his Hyderabad residence into a clandestine laboratory.

Officials claimed he prepared ricin from castor seeds at the residence. Investigators also alleged that the other accused maintained contact with handlers and handled funds.

The NIA further alleged that the accused conducted reconnaissance activities and collected illegal weapons and ammunition.

The agency said the investigation was continuing to identify handlers and others linked to the conspiracy.
