GHMC sets ₹3,000 crore property tax target for 2025, focuses on sanitation

Hyderabad: GHMC Commissioner Ronald Rose Karnan on Wednesday announced that the civic body has set a property tax target of ₹3,000 crore for 2025. All property-related details are now available online, he said.

At a press conference held at GHMC’s Panwar Hall, Karnan explained that the city’s administrative setup has expanded to 300 wards, 60 circles, and 12 zones. He also highlighted that sanitation remains a key area of focus.

GIS survey identifies unbilled properties

Property tax continues to be one of GHMC’s main revenue streams. Karnan said the collection has grown steadily, even without any tax hikes. In July 2024, GHMC began a Geographic Information System (GIS) survey to improve transparency in property mapping. The survey covered 14 lakh properties and flagged one lakh that had not been taxed.

Additionally, GHMC used data from TGSPDCL to identify properties operating in commercial categories and updated their tax slabs accordingly. So far in 2025, the corporation has collected ₹1,512.54 crore in property tax an increase of ₹121 crore over the same period last year.

He noted that ₹800 crore is expected from areas falling under the 27 merged municipalities, which will help meet the year’s ₹3,000 crore goal.

Town planning pushes revenue growth

Town planning revenues also saw a sharp rise, touching ₹1,272.36 crore in 2025, up from ₹1,114.24 crore in 2024. GHMC issued 11,166 building permits and 2,401 occupancy certificates this year. It also approved 103 high-rise buildings, up from 69 in 2024.

Sanitation and waste-to-energy at national forefront

Karnan announced that GHMC secured sixth place in the national Swachh Survekshan survey. Hyderabad now operates two waste-to-energy plants in Jawaharnagar, generating a combined 48 megawatts. This makes it the only Indian city producing such capacity from waste.

To enhance urban cleanliness, GHMC launched a citywide “mega sanitation drive,” which will continue until the end of January. The corporation has already collected ₹2.34 crore in fines from individuals caught littering.
