Hyderabad: The Telangana government has invited public suggestions on the draft Core Urban Region Bill 2026. The proposed legislation seeks to replace the Greater Hyderabad Municipal Corporation (GHMC) Act, 1955. Citizens can submit their feedback until July 24.
The government said the existing GHMC Act has become outdated. It said the law no longer reflects the needs of a rapidly expanding metropolitan region.
The draft Bill proposes a modern legal framework for governing Hyderabad’s core urban region. It focuses on integrated governance, citizen-centric services, sustainable urban development, stronger public health systems and ease of doing business.

According to the government, the legislation adopts a whole-of-government approach to improve coordination among departments and agencies. It also incorporates measures aimed at achieving net-zero goals. In addition, it aligns urban governance with national and global best practices.
Meanwhile, the government has placed the draft Bill in the public domain as part of its participatory law-making process. Citizens can submit suggestions through the online portal. They can also send written representations to the Special Chief Secretary of the Municipal Administration and Urban Development Department at the Dr. B. R. Ambedkar Telangana State Secretariat in Hyderabad.
The draft Bill is also available on the websites of the three municipal corporations. All feedback channels will remain open until July 24, 2026.
The government urged citizens, resident welfare associations, industry bodies, professionals and civil society organisations to participate in the consultation process. It said public suggestions would help shape the future of urban governance in the region.
