TGHRC acts against advance fee collection by private schools

Hyderabad: The Telangana State Human Rights Commission acted against advance fee collection by private schools and directed authorities to take action in a Boduppal case.

The Commission, headed by Justice Shameem Akther, examined a complaint on fee practices for the 2026–2027 academic year.

According to the complaint, a private school demanded 50 percent of the annual fee in advance. It also alleged that parents had to pay upfront for books and uniforms.

Advance fee collection under scrutiny

The Commission termed such advance fee collection improper and arbitrary. It said the practice violated legal principles that restrict the commercialisation of education.

It reiterated that education is a fundamental right under Article 21. Therefore, institutions must not treat it as a profit-driven activity.

Moreover, the Commission noted that upfront payments placed a heavy burden on parents. It also highlighted concerns over lack of transparency in procuring study materials.

Subsequently, the Commission recommended action against the institution. It directed the District Educational Officer of Medchal-Malkajgiri to enforce fee norms.

Further, officials must enforce rules that mandate phased fee collection. They must also monitor schools closely.

The Commission sought a detailed action-taken report within the stipulated time under the Protection of Human Rights Act, 1993.

After issuing directions, it closed the case.

The order is expected to provide relief to parents facing financial strain. Additionally, it serves as a warning to schools against advance fee collection.
