Hyderabad: Private security agencies operating without valid licences will face strict legal action and heavy penalties, State Intelligence Additional Director General and Private Security Agencies Regulatory Authority Controller Vijay Kumar said on Wednesday. He issued the warning during a meeting with representatives of security agency owners’ associations at the Intelligence headquarters in Lakdikapul, Hyderabad. Labour Department officials also attended the meeting.
Vijay Kumar said authorities would not tolerate violations in the recruitment of security personnel. He also directed agencies to follow all legal requirements. Referring to the Private Security Agencies Act, 2005, and State Government GO No. 43, he said every agency must hold a valid licence.
Further, he said authorities had noticed that some agencies engaged guards and supervisors without obtaining mandatory licences. Therefore, he warned that agencies violating the rules in future would face criminal cases and other action.
Private security agencies told to ensure police verification
Meanwhile, Vijay Kumar expressed concern over recent incidents involving private security guards linked to criminal activities. To address the issue, he directed agencies to conduct police verification for every employee. In addition, agencies must examine each worker’s background before deployment.
He also instructed agencies to provide at least 21 days of basic training before assigning duties. According to him, proper screening and training remain essential for maintaining standards in the sector.
The officials urged managements to implement minimum wage laws without exception. They also asked agencies to prevent labour exploitation. In addition, agencies must provide statutory benefits such as ESI and PF. Labour Department officials said they would continuously monitor compliance with these requirements.
Meanwhile, Vijay Kumar urged security personnel working in apartments, commercial complexes and other establishments to cooperate with local police. He asked them to immediately report suspicious persons and unlawful activities. Such coordination, he said, would help maintain law and order.
During the meeting, representatives of security agency associations raised concerns about licensing procedures, licence renewals, online portal performance and labour compliance issues. However, Vijay Kumar responded positively to their representations. He assured them that officials would examine administrative problems and work toward quick solutions.
He further said law-abiding Private security agencies would receive full support from the police, intelligence and labour departments. Intelligence Security Wing OSD V. Kamalasan Reddy, Kukatpally DCP Rituraj, Admin Agency SP G. Chakravarthi and Assistant Commissioner of Labour G. Sumathi Gopal Das attended the meeting. The participants also held detailed discussions on wage monitoring and labour compliance for security personnel.
