Ponguleti announces revised Telangana land market values from June 5

Hyderabad: Revenue, Housing, Information and Public Relations Minister Ponguleti Srinivasa Reddy announced that the revised Telangana land market values will come into effect from June 5 following a scientific and rational review conducted across the state.

The Minister said the state government decided to revise land values and correct major disparities between government rates and prevailing market prices in several areas.

He stated that the government conducted an extensive study before finalising the revised rates. The exercise followed recommendations from economist Arvind Subramanian and consultations with senior officials under the guidance of Chief Minister A. Revanth Reddy.

According to the Minister, officials examined land market conditions, registration volumes, open market prices and differences between government and market valuations before determining the new rates.

Telangana land market values revised after field study

Ponguleti Srinivasa Reddy said the previous BRS government increased land values twice within six months during 2021-22. He also noted that it raised registration charges from 6 per cent to 7.5 per cent.

He alleged that the earlier revisions lacked comprehensive field-level studies and relied mainly on percentage-based calculations and standardised tables.

As a result, some areas received valuations far below market prices while others received higher rates, he said.

The Minister stated that large gaps between actual market values and government rates created difficulties in land transactions.

Therefore, the government reviewed market values across all 144 Sub-Registrar Office jurisdictions in the state.

He said rural and urban market value revision committees assessed local conditions and approved the revised values.

Telangana land market values reflect growth patterns

The Minister said officials considered development potential, growth rates, recent land auctions, market demand and infrastructure expansion while determining the revised values.

They also examined factors such as new roads, growth corridors, the Outer Ring Road, the Regional Ring Road and industrial development.

Ponguleti Srinivasa Reddy said the government rationalised flat valuations in areas where floor-wise rates created anomalies despite lower market prices.

In such locations, authorities introduced a uniform rate for all floors. However, they did not propose any increase in areas that already had high market values.

The Minister further said the government fixed minimum basic rates for agricultural lands, plots and flats in HMDA, CURE and other regions based on development levels.

Telangana land market values include construction rate revision

Ponguleti Srinivasa Reddy said the government had not revised construction costs since 2021.

However, prices of construction materials and labour wages increased significantly during the past five years, making a revision necessary.

He said authorities also considered the upgrade of several municipalities into municipal corporations and the merger of gram panchayats into municipalities.

Accordingly, the government revised RCC and non-RCC construction rates for both rural and urban areas.

The Minister said the government carried out the exercise with transparency and without causing inconvenience to the public.

He added that the revised Telangana land market values would improve transparency in land transactions, support economic growth and increase government revenue.
