Gutta flags delimitation concerns, warns of injustice to southern states

Hyderabad: Legislative Council Chairman Gutta Sukender Reddy raised concerns over the delimitation issue, warning that a population-based model would harm southern states.

He spoke to the media in Nalgonda and criticised the Centre’s proposed approach. At the same time, he said increasing seats purely based on population would create imbalance.

Gutta said the Centre proposed a 50 per cent increase in existing seats. However, he noted that several states suggested a balanced formula combining population and GST contribution.

He said such a hybrid approach would ensure fairness. Therefore, he urged the Centre to consider alternative models.

Delimitation issue sparks debate on representation

Gutta said women’s reservation and delimitation were separate matters. In addition, he said several states demanded that both be introduced independently.

He urged the Centre to take these concerns seriously. At the same time, he said linking the two issues created unnecessary confusion.

He also commented on the proposal for simultaneous elections. Consequently, he said such a system could lead to staggered elections across states.

Gutta warned that unchecked money flow in elections remained a major concern. Therefore, he said reforms were necessary to ensure fair political participation.

He said without curbing money power, common people would struggle to contest elections. Meanwhile, he called for measures to strengthen democratic processes.
