Hyderabad: Deputy Chief Minister Bhatti Vikramarka on Tuesday described the “Telangana Rising 2047” Vision Document as a strategic roadmap for long-term state development, not just a political statement or bureaucratic report.
Participating in a short discussion on the document in the Legislative Assembly, he said the vision lays down a comprehensive transformation plan rooted in endogenous growth models. “This is not about merely adding workers. We need a productivity shock,” he said.
He said the government has set a challenging target of raising investment to 52% of GSDP. To reach that, Telangana must shift from being a controller of capital to a catalyst for capital. The investment will come from domestic savings, foreign direct investment, and a new Fund of Funds to de-risk innovation among startups.
Three-tier growth model across Telangana
Rejecting the “islands of excellence” model of development, Bhatti Vikramarka said the Vision Document maps a region-specific growth plan. “While Hyderabad thrives, remote districts cannot wait for trickle-down growth,” he said.
Within the Outer Ring Road (ORR), the government will develop a net-zero, services-driven megacity, including the 30,000-acre Bharat Future City, which will house an AI City and a Health City.
Between the ORR and the Regional Ring Road (RRR), the focus will shift to manufacturing, with new factories, logistics hubs, and employment in blue-collar sectors. Beyond the RRR, agriculture will be repositioned as a high-value bio-economy with emphasis on food processing and eco-tourism.
Reforms in education, health and women’s empowerment
The Deputy CM said Telangana will adopt the German dual system of apprenticeship through the Young India Skills University. Students will spend most of their time gaining practical shop-floor experience rather than staying confined to classrooms. “We are shifting from degrees to competencies,” he said.
He also announced the government’s commitment to increase health spending to 8% of GSDP. “A healthy workforce is essential to build a $3-trillion economy,” he said.
A key objective of the vision is to turn one crore women into millionaires. “We are not just giving loans to Self-Help Groups. We are transforming them into corporate entities,” he said.
