Hyderabad: Chief Secretary Sanjay Jaju on Thursday directed TOMCOM to prepare an action plan for 10,000 TOMCOM overseas placements for Telangana youth during the current year. Jaju set the target while reviewing the functioning and activities of the Telangana Overseas Manpower Company at the Secretariat.
He examined the organisation’s progress in facilitating overseas employment. Moreover, officials discussed measures to significantly increase the scale of its operations. The Chief Secretary said TOMCOM’s primary objective should be to create more employment opportunities for Telangana youth.
For this, the organisation had to connect jobseekers with legitimate and suitable employment opportunities in foreign countries. Jaju directed officials to follow a focused, outcome-oriented approach to achieve the annual target of 10,000 overseas placements.
TOMCOM overseas placements to focus on global demand
The Chief Secretary asked officials to identify countries where demand for skilled workers had been increasing. TOMCOM also had to identify sectors and occupations offering growing employment opportunities for skilled manpower.
Based on those requirements, officials were asked to design placement-oriented programmes for Telangana youth. Jaju called for greater emphasis on skill-based overseas employment. Therefore, training programmes had to match the manpower requirements of international employment markets.
The approach would require TOMCOM to assess overseas demand before designing training and placement programmes. Officials were also asked to identify the skills required for specific countries, sectors and occupations.
The Chief Secretary sought measurable targets to track the progress of TOMCOM overseas placements during the year. Jaju also directed TOMCOM to establish a clear framework for partnerships with reputed private recruitment and skill development agencies.
The proposed partnerships were intended to expand the reach and scale of the State organisation’s overseas placement programme. Under the proposed framework, eligible private agencies could join TOMCOM as principal partners.
These agencies could help identify suitable candidates and provide the training required for overseas employment. In addition, the partners could facilitate the placement of eligible Telangana candidates in jobs abroad.
However, Jaju stressed that any private-sector partnership had to ensure transparency and credibility. The agencies would also have to comply with prescribed procedures while working with TOMCOM.
Such partnerships should enable the organisation to reach a larger number of young people across Telangana, he said.
TOMCOM overseas placements roadmap sought
The Chief Secretary directed officials to prepare a detailed roadmap for achieving the 10,000-placement target. The plan had to include measurable targets and identify country-wise employment opportunities.
Similarly, officials were asked to map opportunities across different sectors and specify the training requirements for prospective candidates. The roadmap also had to establish timelines for meeting the annual placement target.
Jaju’s directions covered candidate identification, skill training, overseas demand assessment and partnerships with private recruitment agencies. The review focused on scaling up TOMCOM’s existing operations while connecting more Telangana youth with legitimate foreign employment.
Officials were asked to align training more closely with international manpower needs and build programmes around actual placement opportunities. The action plan would consequently serve as the operational framework for reaching the TOMCOM overseas placements target during the current year.
