Hyderabad: The Telangana government made CAG audits mandatory for the Telangana road safety fund and issued guidelines to strengthen financial accountability and accident prevention.
Transport and BC Welfare Minister Ponnam Prabhakar announced the measures on Saturday, October 17. The government issued comprehensive guidelines under GO Ms. No. 48 for managing, monitoring and utilising road safety funds at state and district levels.
The guidelines followed directions from the Union Ministry of Road Transport and Highways. Prabhakar said preventing road accidents and protecting lives remained the government’s highest priorities.
Telangana road safety fund brought under stricter financial monitoring
The government allocated the road safety cess collected under the Telangana Motor Vehicles Taxes (Amendment) Act, 2026, to the Telangana Road Safety (Non-Lapseable) Fund. The statutory State Road Safety Council would administer the fund, with the Chief Minister serving as Chairman and the Transport Minister as Vice-Chairman.
Under the new guidelines, the Comptroller and Auditor General (CAG) would audit fund accounts at both state and district levels. Additionally, the government decided to extend the Telangana Online Accounting System to every district to strengthen financial monitoring.
Officials would also upload fund-related details to the Union Transport Ministry’s portal. The Supreme Court Road Safety Committee would have access to these records through the portal.
These measures aimed to improve transparency and accountability in the utilisation of the Telangana road safety fund. Prabhakar said the government had instructed district collectors to activate District Road Safety Committees immediately.
The committees were required to meet every month to review road safety measures and related activities. District authorities also received instructions to appoint District Road Safety Coordinators and submit district-level safety plans.
Meanwhile, the government directed the Police, Health, Roads and Buildings, and Education departments, along with GHMC, to appoint nodal officers. These appointments aimed to strengthen coordination between departments responsible for implementing road safety measures.
Quarterly reports mandated under Telangana road safety measures
Several government departments and agencies were directed to submit quarterly action-taken reports to the Lead Agency for Road Safety. They included TG-TMARS, Panchayat Raj, the National Highways Authority of India (NHAI) and EMRI’s 108 emergency services.
Municipal bodies and educational institutions also came under the quarterly reporting requirement. Furthermore, the government decided to bring the office of the Additional Director General of Police (Road Safety) under the State Road Safety Council.
The move aimed to improve coordination among departments involved in road safety enforcement, monitoring and implementation. Prabhakar said the government remained committed to reducing road accidents significantly and improving safety for commuters across Telangana.
