Telangana Lift Act moves closer as High Court seeks progress report

Hyderabad: The Telangana Lift Act moved closer to approval after the Telangana High Court directed the Chief Secretary to personally monitor the proposed legislation and submit a fresh status report within two weeks.

A Division Bench comprising Justices Aparesh Kumar Singh and Ghouse Mohiuddin was informed that the proposed Telangana Lift Act, 2025 had reached its final stages. The submission came during the hearing of a Public Interest Litigation seeking a comprehensive law to regulate lifts and escalators in the state.

Telangana Lift Act reaches final stage

According to an affidavit filed by Chief Secretary K. Ramakrishna Rao, the Chief Minister approved the draft Telangana Lift Act, 2025 on June 25. The government forwarded the draft to the Law Department on June 27 for legal vetting.

The affidavit stated that, after completing the vetting process, the government would place the Bill before the Council of Ministers. Subsequently, it would introduce the legislation in the Telangana Legislature.

However, the Bench observed that the affidavit did not specify a timeline for implementing the proposed law. Therefore, the court directed the Chief Secretary to personally monitor the proposal and submit an updated affidavit within two weeks.

Telangana Lift Act hearing continues

During the hearing, the Government Pleader sought four weeks to file the next status report. However, the High Court declined the request and expressed concern over the continued delay in finalising the legislation.

The Bench posted the matter to July 15 and directed the government to place the latest developments on record before the next hearing.

Advocate Barkat Ali Khan, who filed the Public Interest Litigation, said he had prepared the draft legislation to create a legal framework for the installation, operation, inspection, maintenance, certification and safety of lifts and escalators in Telangana.

He also said he had placed model laws from other states and comparative legal material before the court during the proceedings. According to Khan, 14 states, including Andhra Pradesh, have already enacted dedicated legislation governing lifts and escalators.
