Hyderabad: The Hyderabad City Security Council (HCSC) and Hyderabad City Police certified the first batch of volunteers under the Margadarshak Programme. Additionally, they formally launched the second cohort, which has already enrolled 280 participants.
The certification ceremony was held at the Telangana Integrated Command and Control Centre auditorium in Banjara Hills. The event marked the successful completion of training by more than 80 participants from the inaugural batch. Consequently, they received Margadarshak certification after completing the prescribed modules.
The Margadarshak Programme is a community-driven initiative that aims to create a network of trained volunteers and safety ambassadors. It equips participants with practical knowledge in public safety, emergency response, women’s safety, cyber awareness and community engagement.
Senior police officials, community leaders, trainers, partner organisations and participants attended the event. Organisers said the response to the first batch reflected strong public interest in community policing. Furthermore, it highlighted growing support for citizen-led safety initiatives. Pokarna Group supported the programme through sponsorship.
Commissioner of Police and HCSC Chairman V. C. Sajjanar said public safety remains a collective responsibility. He stressed the importance of stronger partnerships between citizens and law enforcement agencies. According to him, the programme is helping create “force multipliers” who can support victims and connect them with services such as SHE Teams, Bharosa Centres and Cyber Crime units.
Margadarshak Programme to strengthen community policing network
During the event, Sajjanar announced the launch of a Police Mentors Programme. Under this initiative, a designated constable in every police station will guide and support Margadarshaks. He added that the programme, along with the Spandana All Women First Responder System, will strengthen safety networks across schools, colleges, offices and gated communities.
He also reaffirmed the department’s commitment to involving retired officers, educationists and experienced professionals in community safety efforts. As a result, the city can build a stronger and more resilient safety ecosystem.
Meanwhile, HCSC Secretary General C. Shekar Reddy said initiatives such as the Margadarshak Programme are strengthening cooperation between citizens and law enforcement agencies. He added that empowering residents with the right skills and awareness would further enhance urban safety and security.
DCP Women Safety Wing Dr. Lavanya NJP highlighted the importance of community-oriented programmes. According to her, such initiatives help bring the police closer to the public. She also explained the role of Margadarshaks and briefed volunteers on their responsibilities and code of conduct.
Similarly, HCSC Joint Secretary of the Women’s Forum Khyati Naravane thanked partner organisations, trainers and participants for contributing to the programme’s success. She further reaffirmed the council’s commitment to expanding the initiative in the coming months.
The second cohort has attracted 280 participants. This reflects growing interest among citizens and institutions in collaborative safety efforts. Moreover, organisers said certified volunteers would serve as community ambassadors. They will promote awareness about public safety, women’s safety and emergency preparedness across Hyderabad.

Its primary objective is to develop a strong network of trained community volunteers. Ultimately, these volunteers will support public safety and encourage responsible citizen engagement.
