Ponguleti highlights Bhu Bharati Act

Hyderabad: Revenue Minister Ponguleti Srinivasa Reddy on Friday said the introduction of the Bhu Bharati Act – 2025 and the recruitment of Grama Palana Officers (GPOs) marked a historic moment for Telangana’s revenue system.

He said the government had reorganised 10,954 villages into 6,860 clusters and appointed GPOs to strengthen administration at the grassroots. On Friday, appointment orders were formally handed to 5,106 GPOs at Hitex, Madhapur, in the presence of Chief Minister A. Revanth Reddy, Assembly Speaker Gaddam Prasad, and several senior leaders.

Ponguleti highlights Bhu Bharati Act as replacement for Dharani

The Minister criticised the previous government for dismantling the VRO-VRA system overnight and introducing Dharani, which he described as “disastrous.” He said the system left farmers struggling without village-level support.

He noted that the Congress had promised to scrap Dharani before the 2023 elections and fulfilled that commitment by introducing the Bhu Bharati Act after consultations with experts, ministers, and officials.

The Act was piloted in five mandals and implemented statewide on June 2 after positive results. According to Ponguleti, officials are now visiting villages directly to receive and resolve applications, sparing farmers from unnecessary travel. He said over 8.65 lakh farmers had submitted applications, while 9.26 lakh sada bainama petitions remained pending due to earlier court stays. The stay was later vacated after government intervention.

Surveyors to be appointed, land records to be streamlined

Ponguleti said the absence of surveyors had caused widespread land disputes. To address this, the government will recruit 7,000 licensed surveyors by Ugadi next year. He also promised that all sale transactions would be recorded in revenue registers to prevent future disputes.

During the event, GPOs took an oath pledging to discharge their duties with transparency, integrity, and fairness. Ponguleti urged them to serve citizens responsibly and ensure no blemish fell on the government.
