Hyderabad: HAM road projects worth Rs 6,294.81 crore will begin across Telangana next month after the Panchayat Raj and Rural Development Department completes the tender process for rural road works.
The State government has decided to construct 2,162 roads covering 7,449.50 kilometres under the Hybrid Annuity Model (HAM). The department submitted a progress report to the government on Sunday after the government launched HAM road works in urban and municipal areas.
The department divided the rural road programme into 17 packages and invited tenders. So far, authorities have completed the tender process for 14 packages and issued work orders to the selected contractors.
Meanwhile, officials have placed one package in the approval stage. They expect to complete the tender process for the remaining two packages on July 2.
Consequently, the department plans to launch construction works simultaneously across all districts immediately after completing the tender process.
HAM road projects to finish within 30 months
The government directed contractors to complete construction within 30 months in accordance with the tender conditions. Thereafter, the contractors must maintain the roads for 15 years.
Under the Hybrid Annuity Model, the government will release 40% of the project cost during the construction period. It will pay the amount in 10 equal instalments of 4% each based on the progress achieved at different stages.
Further, the government will pay the remaining 60% during the 15-year maintenance period. It will release those payments once every six months in accordance with the contract.
The payment structure will also include escalation in costs, applicable interest and other admissible charges as specified in the agreement.
According to the department, the programme covers 17 road packages across the State. Adilabad accounts for the highest road length at 555.67 km under 134 roads with an estimated cost of Rs 453.79 crore, while Medak has the highest project cost at Rs 500.30 crore for 166 roads covering 586 km. Warangal, Karimnagar, Khammam, Nizamabad, Mahabubnagar and Rangareddy are also among the major beneficiaries of the programme.
