Hyderabad: In a significant move aimed at strengthening the Congress party at the grassroots level, AICC Telangana in-charge Meenakshi Natarajan outlined a comprehensive action plan to state leaders. She instructed that the formation of Telangana Congress committees at the village, mandal, block, and district levels must be completed by the end of May, with District Congress Committee (DCC) presidents to be elected by 20 May.
Addressing a meeting of Pradesh Congress Committee (PCC) observers held at Gandhi Bhavan on Wednesday, Natarajan stressed the importance of spreading party ideology from the village level. She said the party had decided to undertake organisational restructuring following the Gujarat model.
She called on party cadre to take the Telangana government’s revolutionary welfare programmes to the people, asserting that no other state had implemented initiatives of such scale. Natarajan directed that DCC meetings should be concluded between 25 and 30 April, and that each mandal should propose five names for the position of Mandal Congress president, while three names should be proposed for Block Congress president roles. Only those who have been active in the party since 2017 should be considered, and social balance must be ensured in the selections.
Additionally, she urged that while this process was underway, “Jai Bhim, Jai Bapu, Jai Samvidhan” programmes should also be conducted.

PCC working president Mahesh Kumar Goud stated that a complete overhaul of the PCC executive would be undertaken and that committees would be appointed from the village to the district level.
He also mentioned that senior AICC leaders appreciated the “Jai Bhim, Jai Bapu, Jai Samvidhan” campaigns being carried out in Telangana. The observer meeting began with a two-minute silence in memory of the victims of a recent terrorist attack in Kashmir.
The meeting was attended by AICC secretaries Vishwanathan and Vishnunath, CWC special invitee Vamshi Chand Reddy, MLAs Ram Mohan Reddy, Nayini Rajender Reddy, and Vamshi Krishna, among others.
In a press statement, Mahesh Kumar Goud clarified that lists being circulated on social media, claiming to show the new PCC executive and DCC presidents, were false.
He also announced that the PCC had appointed observers for each district. Additionally, Secunderabad and Khairatabad have been carved out as separate organisational districts alongside Hyderabad, bringing the total number of districts to 35. Each district has been assigned two observers, making a total of 70 appointees. Among them are MLAs, district Congress presidents, and corporation chairpersons.
Senior leaders will be prioritised for key party roles. The meeting, convened under Meenakshi Natarajan’s leadership, was attended by 70 observers. Six, including Makthal MLA Vakiti Srihari, were absent and subsequently removed from their roles. Those who arrived late also faced action. It was reaffirmed that positions would only be given to those involved with the party since 2017.
Each district will appoint two observers to recommend candidates for mandal and block president positions. Observers have been instructed to submit five names for mandal president and three for block president.
Natarajan emphasised the need to increase women’s representation in party leadership. She reiterated that the Congress party has a rich history, having fought the British, and continues to progress with national-level thinking guided by Gandhian principles. Party leadership, she said, must earnestly work to promote ideology and strengthen organisational structure from the grassroots.
