Hyderabad: The Telangana Human Rights Commission directed the higher education authorities to strictly enforce Category-B admission rules for engineering colleges. It said proper enforcement was necessary to protect transparency, fairness and equal opportunity for eligible students.
The Commission, headed by Justice Shameem Akther, issued the directions while dealing with a complaint over Category-B Management and NRI admissions. Paladugu Srinivas of JAC, Osmania University, had filed the complaint. He alleged irregularities in Category-B admissions for the 2021-22 academic year.
The allegations concerned St. Martin’s Engineering College at Dhulapally and Vardhaman College of Engineering at Shamshabad. The Telangana State Council of Higher Education submitted a report to the Commission on the matter.
According to TSCHE, both engineering colleges issued admission notifications on September 18, 2021. The institutions published the notifications in three newspapers. TSCHE maintained that the colleges subsequently completed admissions according to the prescribed guidelines and schedule.
However, the complainant disputed the council’s findings. He also submitted documents to support his allegations about the admission process. The Commission treated the allegations as serious. It said the claims, if established, could reveal a gap between the notified admission procedure and its actual implementation.
Such deviations could affect the legitimate educational opportunities available to eligible and meritorious students, the Commission observed.
TGHRC seeks strict Category-B admission rules compliance
The Commission stressed that colleges needed to follow the notified Category-B admission rules without deviation. It said any departure from the prescribed process could disadvantage eligible and meritorious candidates. Therefore, the Commission called for stronger enforcement by the higher education authorities.
TGHRC directed TSCHE to strictly implement the admission guidelines. Moreover, it asked the council to prevent arbitrary or unauthorised practices during the admission process. The Commission said authorities needed to safeguard transparency and fairness while administering Category-B engineering admissions.
It also stressed equal opportunity for every eligible candidate seeking admission under the category. The order followed the dispute between the complainant’s allegations and TSCHE’s report on the 2021-22 admissions at the two colleges.
While TSCHE maintained that the institutions had followed the prescribed process, the complainant challenged that position with supporting documents. Against this background, the Commission called for strict compliance with the notified procedure to protect students’ educational opportunities.
