Hyderabad: A high-level review meeting on the production and escort of prisoners was held at the DGP Office, where Mahesh M. Bhagwat, IPS, Additional DGP (Law and Order), issued new directives to streamline the escort system across Telangana.
Appreciating units for achieving 100% prisoner production, the ADGP urged early coordination between states, recommending that escort radio messages be sent at least a week in advance to avoid last-minute delays.
To enhance interdepartmental communication, Bhagwat proposed a dedicated WhatsApp group comprising officers from Law & Order, CAR, Prisons, Court Liaison, and other relevant units. The group will share real-time updates on prisoner production schedules and escort logistics.
Highlighting persistent underperformance in out-of-district escort operations by a few units, he instructed officers to improve service efficiency and accountability.
In cases involving high-risk criminals, the ADGP stressed the deployment of experienced personnel under direct supervision. He reminded officers that any prisoner escape must be registered under Sections 261 and 262 of the Bharatiya Nyaya Sanhita (BNS) or Section 224 of the IPC.
To reduce manpower stress during upcoming public events like Ganesh Festival and local elections, Bhagwat encouraged increased use of video conferencing for prisoner appearances and suggested consulting district magistrates for smooth implementation.
He directed officers to report any shortages of vehicles or drivers immediately to senior officials rather than waiting for formal reviews.
The meeting concluded with a call for safeguarding prisoner rights while maintaining operational efficiency and strict legal compliance.
Officers present included DCP CAR Headquarters Rakshita K. Murthy, AIG (L&O) Ramana Kumar, DIG Prisons D. Srinivas, and senior officials from SARCPL, CAR Headquarters, and the Prisons Department.
