Hyderabad: The Telangana High Court on Thursday delivered major relief to candidates selected for Group 1 posts by setting aside the order that had cancelled the Telangana Public Service Commission’s results.
A division bench led by Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin allowed the appeals filed by the Telangana Public Service Commission and selected candidates. The bench upheld the Group 1 mains examination process and validated the final merit list.
The court overturned the September 9, 2025 order of Justice Namavarapu Rajeshwar Rao. In that order, the single judge had cancelled the final marks list and the General Ranking List, citing alleged lapses in evaluation. He had also directed the Commission to conduct re-evaluation or hold fresh examinations within eight months.
However, the division bench rejected those directions. The judges ruled that the allegations lacked sufficient merit. Therefore, the court found no need for re-evaluation or re-examination. As a result, the Group 1 recruitment process now stands legally validated.

Earlier, the single judge had warned that failure to complete re-evaluation within eight months would cancel the mains examination and trigger a fresh test for all prelims-qualified candidates. Subsequently, the division bench stayed that order and allowed the Commission to issue appointment orders, subject to the final verdict.
Following the interim relief, the Commission released a provisional selection list based on the General Ranking List announced on March 30, 2025. It selected 562 candidates against 563 notified Group 1 vacancies. One post remains vacant due to a separate High Court order.
The Commission conducted the Group 1 mains examination from October 21 to October 27, 2024. Around 30,000 candidates wrote the mains after clearing the preliminary test. A total of 31,383 candidates qualified from the prelims, which over 3.02 lakh aspirants wrote in June.
The division bench concluded final arguments on December 31, 2025. Although the court initially scheduled the verdict for January 22, it pronounced the judgment on February 5.
This marked the first Group 1 mains examination after the formation of Telangana. The last such exam took place in 2011 in undivided Andhra Pradesh. Earlier recruitment cycles in 2022 and 2023 had faced controversies over alleged paper leaks and procedural violations.
