Telangana Assembly passes gig workers, advocates protection Bills

Hyderabad: The Telangana Assembly passed two key Bills to provide social security for gig workers and protection for advocates.

Labour Minister G. Vivek Venkataswamy introduced the Telangana Platform Based Gig Workers Bill, 2026. The legislation aimed to bring app-based delivery, mobility and service workers under a structured welfare framework.

The Bill mandated the creation of a Social Security and Welfare Board. This body will register workers and oversee benefits. The Minister said the government prepared the draft after consultations with stakeholders.

Telangana Assembly expands welfare and legal protection

Under the law, authorities will assign a unique identification number to each registered worker. As a result, workers can access welfare schemes without barriers. In addition, aggregators will face penalties if they fail to support registered workers.

Further, aggregators must contribute 1 to 2 per cent of transaction value to a welfare fund. The fund will support insurance, accident cover, pensions and maternity benefits.

The Bill also proposed a structured grievance redressal system. Platform-level committees and district authorities will handle disputes and ensure timely resolution.

Meanwhile, Legislative Affairs Minister D. Sridhar Babu introduced the Telangana Advocates Protection Bill, 2026. This law focused on safety, welfare and professional security for advocates.

The Bill provided insurance coverage and health cards to reduce financial vulnerability. At the same time, it promoted inclusive representation in appointments such as Public Prosecutors and Standing Counsels.

It also emphasised opportunities for Backward Classes, Scheduled Castes and Scheduled Tribes. In addition, the proposal included infrastructure development under the “Nyaya Nirman” initiative.

The government planned to create dedicated Bar Association facilities, with special focus on supporting women advocates.
