GHMC merger plan under study, official orders expected in February 2026

Hyderabad: The Telangana government has initiated a detailed study on the GHMC merger plan involving 27 municipalities under the Telangana Core Urban Region (TCUR), though official orders are not expected before February 2026.

Following a recent Cabinet decision, the GHMC General Body has also approved the proposal to expand the corporation’s jurisdiction. However, due to the current governance structure with GHMC under an elected body and the 27 municipalities under Special Officers the government is unlikely to issue formal merger orders immediately.

The term of the current GHMC body ends on February 10, 2026. On that day, the administration is expected to transition to Special Officer rule, and orders formalising the merger are also likely to be issued.

Drainage, roads, records under review ahead of merger

The government has directed GHMC officials to carry out a comprehensive study before the merger. This includes assessing drainage systems, floodwater channels, road networks, office spaces, assets, revenues, expenditures, and staff positions.

Since the 2020 floods, GHMC engineers have been executing drainage projects in these 27 municipalities. The government has also instructed that tenders for street lighting be jointly issued with GHMC. Drinking water supply in these areas is already being managed by the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB).

All municipal files will be officially transferred to GHMC on the appointment day, replicating the process followed during the 2007 GHMC expansion. Zonal Commissioners will oversee the record handover.

Assembly discussion and budget plan tied to merger

The state plans to debate the merger during the winter session of the Assembly in December. All party suggestions will be considered. February 10, 2026, is likely to be declared the official “Appointment Day” for the merger.

Post-merger, the annual budget process will also align with GHMC timelines. According to the GHMC Act, the budget estimate must be presented by November 10 in the Standing Committee. After revisions, it should be approved by December 10, and copies distributed to corporators by December 15. GHMP approval must follow between December 15 and February 20, with final submission to the government by March 1.

Officials indicated that budget finalisation will be deferred until the merger is completed, as revisions are not permitted once approval is given.
