Hyderabad: The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) will undertake the Fox Sagar restoration project at Jeedimetla. The agency plans to transform the 129-year-old lake into a mini Tank Bund within one year.
HYDRAA Commissioner A.V. Ranganath announced that the first phase would involve works worth ₹75 crore. The project includes removing encroachments, clearing industrial waste, restoring water channels and improving water storage. Chief Minister A. Revanth Reddy is expected to launch the restoration works shortly.
Ahead of the proposed launch, Ranganath inspected Fox Sagar on Friday to assess its present condition. HYDRAA Additional Commissioner D. Anand Kumar and ACP P. Tirumal accompanied him. The Commissioner said the government intended to restore the lake’s historical importance while addressing pollution and encroachments.
Fox Sagar restoration project targets 150 acres of encroachments
Ranganath said Fox Sagar originally covered approximately 490 acres. However, preliminary estimates indicated that encroachments had affected nearly 150 acres. He said HYDRAA would coordinate with the Revenue and Irrigation Departments to identify and remove the encroachments.
The Commissioner clarified that owners of legally held patta lands would receive Transferable Development Rights (TDR) according to applicable laws. He said the government had directed HYDRAA to develop Fox Sagar into a mini Tank Bund.
Accordingly, the agency planned to complete the restoration and development works within one year. Ranganath said the lake had deteriorated because of industrial pollution, sewage inflows and unauthorised occupation of its surrounding land.
He added that the waterbody had become unsuitable for use even during periods affected by El Niño conditions. Therefore, HYDRAA intended to restore its natural characteristics and improve its capacity to store usable water.
The Fox Sagar restoration project will initially focus on removing accumulated silt and industrial waste from the lakebed. Ranganath said approximately 10 feet of industrial waste and sediment had accumulated in parts of the waterbody.
HYDRAA would remove these deposits and take measures to improve water quality. Additionally, the agency would restore the lake’s natural inlets and outlets to improve water movement.
The Commissioner said sewage and industrial wastewater channels would be diverted to prevent untreated discharge into the lake. HYDRAA also planned to establish sewage treatment plants (STPs) to ensure treated water could replenish the lake.
These facilities would help maintain water availability during summer. Ranganath said the government was taking up the first phase of the restoration programme at an estimated cost of ₹75 crore.
Fox Sagar once received floodwater from a 47-km catchment
The Commissioner explained that floodwater once reached Fox Sagar from an area extending approximately 47 kilometres. He recalled that the lake received exceptionally heavy inflows in 2000, when flooding nearly breached its bund.
According to Ranganath, restoring the lake’s full capacity could help address drinking water shortages in surrounding areas. He said the restoration would include improving inflow channels, outlets and other natural features of the waterbody.
Furthermore, the agency would take steps to prevent future contamination from sewage and industrial effluents. The project would also seek to maintain sufficient water levels throughout the year.
Fox Sagar restoration project aims to preserve 129-year heritage Fox Sagar was constructed in 1897 during the reign of the sixth Nizam, Mir Mahbub Ali Khan, also known as Asaf Jah VI.
The reservoir served as an important drinking water source for northern Hyderabad and Secunderabad. It also supported agricultural activities in surrounding areas. At one time, Fox Sagar was among the largest water sources serving the Secunderabad region.
Water from the lake was pumped through pipelines for public distribution. The reservoir supplied water to the city before the construction of major reservoirs such as Osman Sagar and Himayat Sagar.
An old stone pumphouse on the lake bund remains an important feature of the historic structure. The inscription “Fox Sagar 1897” on the pumphouse records the year of its construction. The lake also reflects the engineering practices and water management systems developed during the Nizam period.
Restoration to protect biodiversity and local livelihoods
Apart from its historical importance, Fox Sagar supports several species of resident and migratory birds. Bulbuls, kingfishers, herons and weaver birds are among the species found around the lake.
The waterbody also provides habitat for other local and migratory bird species. Meanwhile, fishing activities in the lake support the livelihoods of local fishermen. The reservoir contributes to rainwater storage, groundwater recharge and environmental balance in surrounding areas.
HYDRAA intends to protect these ecological functions through the proposed restoration programme. The agency plans to restore the lake’s natural features while improving water quality and storage capacity.
Ranganath said the government wanted to preserve the historic waterbody for future generations. The Commissioner reiterated that HYDRAA would remove encroachments, address pollution and complete the planned development works within one year.
