Hyderabad: Telangana Revenue Minister Ponguleti Srinivas Reddy on Wednesday said the Congress government had successfully rebuilt the state’s collapsed revenue administration within two years through a series of digital and structural reforms.
Addressing a press conference at the Secretariat, he credited Chief Minister A. Revanth Reddy’s leadership for reforms in the Revenue, Survey, and Registration departments. He said these reforms were aimed at improving transparency and accessibility.
Integrated digital platform and phasing out of Dharani
Ponguleti announced the launch of a comprehensive digital platform that will unify data from all revenue-related departments. The new system, expected to go live by January-end, will fully replace the Dharani application. He added that the National Academy of Construction (NAC) was developing the system.
He also said that 413 villages in Telangana still lacked cadastral maps. “We selected five villages for a pilot programme to define boundaries and issue Bhudar numbers. Bhudar cards for these villages are ready. In the second phase, 373 villages will undergo a similar survey, and 70 more will follow in the third phase,” he said.

Pending land issues and forensic audit
The Minister assured that all pending land-related applications would be resolved by the end of January. Afterward, special tribunals will be constituted to handle any remaining disputes.
He also revealed that a forensic audit is underway in two districts to detect irregularities committed under the previous administration. Based on its findings, the government will implement statewide corrections to prevent future malpractice.
Surveyor recruitment and service expansion
To strengthen field operations, the government has begun filling vacant surveyor posts. Ponguleti said each mandal will receive 4 to 6 licensed surveyors depending on its size. “We have already trained and licensed around 4,000 surveyors, and another 3,000 will join the field from December,” he said.
The Minister said the Congress government cleared a major backlog of land applications filed under the Dharani portal. “When we assumed office, 2.45 lakh applications were pending. Later, 4 lakh more were submitted. We addressed all of them, fulfilling our promise to the people,” he said.
Ponguleti concluded by stating that the Congress had revived a failing system and placed it back on track. “We are ensuring that every citizen benefits from these reforms, especially those dealing with land rights, surveys, and registrations,” he said.
