Hyderabad: BRS MLC Dr. Dasoju Sravan Kumar launched a Governor speech criticism, alleging the Congress government failed to reflect governance, accountability and delivery in its address.
During the Telangana Legislative Council Budget session on March 16, he said the speech lacked action, results and transformative vision. He described it as a document without substance.
According to him, the Governor’s address should outline policy direction and commitments. However, he alleged it reduced governance to rhetoric without measurable outcomes.
Moreover, the Governor speech criticism covered multiple sectors, including welfare, employment, finances and social justice.
Governor speech criticism highlights martyrs and fiscal concerns
Sravan Kumar said the address omitted any mention of Telangana martyrs. He called this omission a serious lapse despite earlier promises.
He referred to commitments of government jobs for martyr families and ₹25,000 monthly pensions. Yet, he said the government failed to implement these assurances.
He also questioned the recognition status of over 800 martyrs. In his view, the government did not provide clear data.
On finances, he cited CAG figures to challenge official claims. Revenue receipts reached only about 60% of targets after 11 months, he said.
Borrowings, meanwhile, crossed ₹69,148 crore against a ₹54,000 crore target. This, he added, reflected fiscal stress.
Furthermore, the Governor speech criticism pointed to declining revenues from stamps, excise and sales tax.
Governor speech criticism questions jobs and six guarantees
Sravan Kumar disputed claims that 67,000 jobs were filled. Instead, he said only 17,513 posts qualified as new notifications.
He stated that several Group-1 and DSC posts originated under the previous government. The current administration, he alleged, merely reclassified them.
Regarding IT employment, he questioned the numbers presented. He said export growth did not justify the additional jobs claimed.
In addition, the Governor speech criticism focused on the six guarantees. Promises such as ₹2,500 monthly support for women and farm loan waivers remained unfulfilled, he said.
He added that the Old Pension Scheme was still pending. The promise of two lakh jobs, he noted, lacked clarity and a defined timeline.
Governor speech criticism raises BC, housing and project issues
Sravan Kumar alleged that BC reservation commitments were not honoured. He criticised GO 46 and said key committee reports remained undisclosed.
He also raised concerns over Musi river demolitions. According to him, authorities demolished over 300 houses without proper rehabilitation.
He further alleged violations of the Land Acquisition law and said officials bypassed mandatory social impact assessments.
Moreover, the Governor speech criticism extended to infrastructure concerns. He said the Medigadda barrage could be repaired at a relatively low cost.
Instead of restoring it, the government neglected the structure, he alleged. He linked this approach to political considerations.
Governor speech criticism flags cultural and governance issues
Sravan Kumar criticised actions involving Telangana Talli and the Ambedkar statue. He said such steps affected important cultural symbols.
He also questioned the Young India Skill University. He raised concerns about its limited courses, scale and employment outcomes.
In addition, he referred to allegations linked to a Miss World event. He said the government did not initiate an enquiry.
He also cited SDG rankings, noting Telangana’s low positions in hunger, education, gender equality and law and order indicators.
Finally, the Governor speech criticism concluded with demands for white papers on employment, release of BC survey data, implementation of pension schemes and action on rehabilitation and infrastructure.
