The SPCA was set up in line with Supreme Court guidelines from a 2006 judgment in the PIL filed by former IPS officer Prakash Singh, aimed at enforcing police accountability and transparency. The Authority will handle public complaints against police officials of the rank of Deputy Superintendent of Police and above.
Justice Rao stressed that the SPCA will operate independently to safeguard democratic values and strengthen public confidence in policing. He urged citizens to approach the newly established office for redressal of complaints involving serious misconduct or dereliction of duty.
The Telangana government recently allotted the office space to SPCA, previously occupied by the Kaleshwaram Commission, in BRKR Bhavan.
