CS Ramakrishna Rao calls for action plan to secure Union Budget funds

Hyderabad: Chief Secretary K. Ramakrishna Rao asked State government departments to prepare a special action plan to secure Telangana’s due share of funds from the Union Budget for the 2026–27 financial year.

He issued the directions during a meeting of State government secretaries held on Tuesday evening at the Dr B.R. Ambedkar Secretariat.

Addressing the meeting, the Chief Secretary said departments must work in a planned manner to maximise funds from Centrally Sponsored Schemes under the Union Budget. He noted that the Centre had allocated ₹5 lakh crore under CSS in the Budget.

Given that Telangana accounted for around 15 per cent of the population, the State should receive at least ₹25,000 crore from Union Budget allocations, he said.

Union Budget focus on priority sectors, fund mobilisation

Ramakrishna Rao said the Union Budget gave priority to sectors such as pharmaceuticals, industrial development, semiconductor manufacturing, and agriculture. Therefore, he asked departments to take timely steps to utilise these opportunities.

He also referred to the proposed temple corridor connecting Khammam, Warangal, and Karimnagar districts. With the proposed Mamnoor airport at Warangal, he said the region had significant potential for tourism, industrial, and commercial development.

The Chief Secretary said the State was still due to receive another ₹10,000 crore in the current financial year. Hence, he directed department secretaries to make focused efforts to secure the pending Union Budget funds.

Explaining the Fifteenth Finance Commission framework, he said fund allocation would continue to be based on the 2011 population. He added that demographic area, implementation capacity, and fund utilisation would also influence Union Budget allocations.

He said the Centre was giving greater weight to development-based indicators while allocating funds. Therefore, he stressed the need for efficient utilisation and timely execution of schemes.

The meeting was attended by Special Chief Secretaries C.V. Anand, Vikas Raj, Sanjay Kumar, Jayesh Ranjan, Sabyasachi Ghosh, and Ahmed Nadeem, along with Principal Secretaries Sandeep Sultanania, Naveen Mittal, N. Sridhar, and other senior officials.
