Bhatti Vikramarka orders timely utilisation of SC/ST Sub-Plan funds

Hyderabad: Deputy Chief Minister Mallu Bhatti Vikramarka directed officials on Thursday to accelerate the utilisation of SC/ST Sub-Plan funds to improve the economic and social conditions of Scheduled Castes and Scheduled Tribes in Telangana.

He instructed departments to ensure that eligible families received the maximum benefits from government welfare schemes. He also emphasised timely expenditure and better coordination among departments responsible for implementing development programmes.

The Deputy Chief Minister identified agriculture, power, housing, healthcare and social infrastructure as priority sectors for extending welfare benefits. He issued the directions during a review meeting at the Telangana Secretariat on October 29. Social Welfare Minister Adluri Laxman and senior government officials attended the meeting.

Bhatti reviews SC/ST Sub-Plan funds and departmental expenditure

Bhatti Vikramarka reviewed the utilisation of SC/ST Sub-Plan funds by five key departments during the first two quarters of the current financial year. The departments included Agriculture, Energy, Medical and Health, Panchayat Raj and Rural Development, and Municipal Administration.

During the meeting, officials presented details of expenditure, welfare scheme implementation and benefits delivered to eligible beneficiaries. The Deputy Chief Minister examined the progress of various programmes and offered suggestions to improve the use of allocated resources.

He stressed that departments must align expenditure with the actual requirements of Scheduled Caste and Scheduled Tribe communities. Additionally, he called for coordinated efforts to ensure that government schemes reached every eligible family.

Bhatti Vikramarka said officials should focus on improving living standards through the effective implementation of welfare and development programmes. The Deputy Chief Minister also reviewed agricultural welfare schemes, including Rythu Bharosa, subsidised seed distribution and agricultural mechanisation.

He directed Agriculture Department officials to conduct a comprehensive assessment of benefits reaching SC/ST farmers who owned agricultural land. The review would examine whether eligible farmers received assistance under the existing schemes and identify gaps in implementation.

Furthermore, Bhatti Vikramarka instructed officials to examine discrepancies in the utilisation of Special Development Funds arising from land-ownership eligibility conditions.

He noted the need to assess whether existing scheme guidelines were restricting the effective use of funds allocated for these communities. Officials were therefore asked to examine the relationship between land-ownership requirements and the distribution of agricultural welfare benefits.

Special schemes proposed for eligible SC farmers

Bhatti Vikramarka suggested exploring alternative approaches wherever existing guidelines prevented the full utilisation of Special Development Funds. He directed officials to prepare proposals for special schemes wherever necessary to extend additional benefits to eligible Scheduled Caste farmers.

The proposed measures would address gaps arising from existing eligibility requirements and help departments improve fund utilisation. He also emphasised the need to ensure that welfare allocations translated into benefits for the intended communities.

The Deputy Chief Minister asked departments to expedite expenditure while maintaining a focus on the economic and social development of Scheduled Castes and Scheduled Tribes. He reiterated that government programmes should prioritise the needs of eligible families, particularly in agriculture and essential infrastructure.

The directions followed the review of expenditure during the first half of the financial year and the implementation of welfare schemes across the departments concerned.
