Hyderabad: The Telangana State Human Rights Commission (TGHRC) has taken suo-motu cognizance of media reports detailing the brutal stray-dog attack on an eight-year-old speech-disabled boy in Hayathnagar.
The incident occurred in Sivaganga Colony, where the child, Premchand, sustained severe injuries, including the loss of an ear.

TGHRC Chairperson Dr. Justice Shameem Akther expressed serious concern over possible violations of the child’s right to life and dignity.
The Commission has issued notices to the Greater Hyderabad Municipal Corporation (GHMC) Commissioner and the Rangareddy District Collector.

Authorities have been directed to explain the circumstances of the attack, the current medical condition of the victim, existing sterilisation and containment efforts, and any preventive actions in place.
The Commission also asked for details regarding compliance with Supreme Court directions on stray-dog population management.
All reports must be submitted to the Commission by 11 AM on December 29.
