Hyderabad: Vigilance and Enforcement Director General and Ex-Officio Principal Secretary Shikha Goyal urged everyone to maintain the highest standards of ethics, honesty, and transparency in both professional and personal life. She said that only when individuals stay honest and accountable can institutions function effectively and serve citizens with fairness.

Speaking at a Vigilance Awareness Week programme held at Singareni Bhavan, Hyderabad, Shikha Goyal reminded that Indian history and culture have always upheld the values of truth and righteousness. Therefore, she urged all officials to treat Vigilance Week not as a ritual but as a daily commitment to moral duty.
She explained that people must discard the belief that honesty slows progress. “Integrity and transparency may seem difficult, but they build trust and strengthen systems,” she said. Moreover, she emphasised that ethical governance alone ensures justice and credibility in public institutions.

Shikha Goyal cited E. Sreedharan and Dr. Verghese Kurien as examples of leaders who combined honesty with excellence. She said Sreedharan completed the Delhi Metro on time through disciplined leadership, while Kurien transformed India with the White Revolution by promoting transparency in cooperatives.
“These stories show that ethical work always produces success,” she said. “However, being honest without fulfilling responsibilities also amounts to failure,” she added. Consequently, she urged every public servant to perform duties sincerely and deliver tangible results.
Technology can enhance accountability and reduce corruption
The Vigilance DG encouraged officials to use technology to strengthen transparency. “Digital tools can close loopholes and prevent corruption before it happens,” she said. Furthermore, she clarified that vigilance is not about suspecting everyone or punishing offenders. Instead, it focuses on building systems that make wrongdoing impossible.
She added that preventive vigilance plays a greater role than reactive punishment. “By creating strong systems, we can stop misconduct before it occurs,” she observed. Therefore, she called on officials to combine ethics with innovation in service delivery.
