Hyderabad: Telangana Governor Jishnu Dev Varma on Sunday underscored the constitutional balance between rights and responsibilities, stating that citizens cannot demand rights without fulfilling their social duties. He was speaking after inaugurating a hospital established by the newly formed Haryana Nagarik Sangh (HNS) in Sikh Village, Secunderabad.
“Human beings cannot exist without society, and individuals are strong only when the society they live in is strong,” the Governor said, calling on voluntary organisations to continue their service within their capacity. He asserted that equitable access to medical care was essential for national development and should be extended to all, regardless of caste, creed, region, or religion.
Varma pointed out that while the Constitution guarantees rights, it equally mandates duties. “Some focus only on rights, ignoring the responsibilities that sustain those rights,” he said, urging people to participate in societal development.
He praised HNS Hospital and its collaboration with government bodies in delivering essential healthcare services. “Raj Bhavan will always be open to support genuine social service initiatives,” he added.
Hospital chairman H.S. Purushottam Agarwal announced that the facility would soon expand its services to include MRI and other diagnostics. Medical care will be provided at minimal charges to all sections of society, with free treatment for white ration card holders and tie-ups in progress for insurance-covered patients.

The event was attended by MP Eatala Rajender, HNS president Padam Jain, advisor Ram Goel, and several trustees. Vice-president Sushil Agarwal, joint secretary Sandeep Mittal, treasurer Narayan Chaudhary, and Haryana Sewa Sangh president Rajinder Aggarwal were also present. The Governor honoured major donors and trustees involved in the hospital project.
