Hyderabad: Revenue Minister Ponguleti Srinivas Reddy on Monday told the Assembly that the Telangana government has introduced major reforms to deliver faster, simpler, transparent, and corruption-free services at sub-registrar offices, in line with Chief Minister Revanth Reddy’s vision.
Replying to a question raised by AVN Reddy, the Minister said the reforms will end the practice of people waiting for hours under trees for property registrations. He said the integrated sub-registrar office system will reduce corruption and improve public convenience.
At present, the state has 144 sub-registrar offices, Ponguleti said. Of these, 94 operate from rented buildings, while 50 function from government premises. Therefore, the government has decided to construct permanent buildings for all offices in a phased manner.
Integrated sub-registrar offices to be built in phases
Explaining the plan, Ponguleti said the first phase covers areas within the Outer Ring Road. Accordingly, the government has grouped 39 sub-registrar offices in Hyderabad, Rangareddy, Medchal, and Sangareddy districts into 11 clusters. He said these offices contribute nearly 69 per cent of the state’s registration revenue.
Moreover, the Minister said offices at Gachibowli, Telangana Academy of Land Information and Management, RDO Rangareddy, Gandipet, Serilingampally, and Rajendranagar have been combined into one cluster. He added that Chief Minister Revanth Reddy has already laid the foundation stone for this integrated building. He also said the government will lay foundation stones for the remaining 10 integrated buildings by the end of this month.
Importantly, Ponguleti said private builders will construct the buildings without spending any government funds. The government has allotted three to four acres of land for each office. In addition, the builders will maintain the buildings for the first five years at their own cost.
In the second phase, the government will construct similar buildings at district headquarters. Later, in the third phase, offices will come up in constituencies.
Meanwhile, Ponguleti said the slot booking system has significantly reduced registration time. As a result, officials now complete each document within 18 to 21 minutes, improving service delivery.
