Rig owners seek borewell drilling depth limit of up to 300 metres

Hyderabad: The Rig Owners Association has urged the Telangana government to raise the permissible borewell drilling depth from 120 metres to 250–300 metres. It cited declining groundwater levels and practical difficulties for farmers and households.

In a representation to the government, the Association sought amendments to GO 259. It said the existing depth restriction is inadequate in several areas, where groundwater is available only at greater depths. It noted that a 120-metre limit could lead to failed borewells and financial losses for farmers, household owners and others who depend on groundwater. It urged the government to grant permissions based on local groundwater conditions and the recommendations of qualified geologists.

The Association also opposed additional fees, penalties and restrictions on rig owners. It pointed out that the sector already contributes significantly to government revenue through various taxes and statutory payments.

Highlighting the importance of borewell water to the construction industry, the Association said drilling operations support several infrastructure projects. These include residential buildings, roads, bridges, hospitals and educational institutions. The operations also provide employment to thousands of workers.

Joint committee proposed

The Association called for consultations with rig owners before the government introduces changes to drilling regulations. It proposed a joint committee of government officials and industry representatives to address the issues.

It clarified that it supports groundwater conservation. It said it is willing to cooperate with the government in maintaining borewell records, following geological recommendations, promoting rainwater harvesting and establishing recharge pits.

Association President Musku Anjireddy and T. Venkatesh, along with General Secretaries G. Narsireddy and Oruganti Lakshminarayana, appealed to the government to amend GO 259 at the earliest.
