TGHRC probes HYDRAA demolition complaint in Bachupally

Hyderabad: The Telangana State Human Rights Commission (TGHRC) has initiated an inquiry into a HYDRAA demolition complaint filed by residents of a residential community in Bachupally, Medchal–Malkajgiri district.

The Commission, headed by Chairperson Dr. Justice Shameem Akther, took up the complaint registered as SR No.935/2026. Residents of APR Pranav Antilia alleged that officials of the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) demolished the compound wall of their gated community on March 9.

According to the complaint, the authorities proceeded with the demolition despite residents seeking time to respond to the notice. The residents said they were not given a reasonable opportunity to address the issue before the action was carried out.

In addition, the HYDRAA demolition complaint alleged that female residents were manhandled during the incident. They claimed officials pushed them aside when they requested additional time to move essential electrical equipment.

The residents said they needed time to relocate generators and transformers connected to the residential complex. However, they alleged the demolition work continued without allowing them to complete those arrangements.

The complainants also stated that certain reports circulated in electronic and print media about the incident. According to them, the coverage triggered abusive trolling and derogatory remarks targeting women residents on social media platforms.

They said the online harassment created fear and mental distress among members of the residential community. Therefore, the residents requested the Commission to intervene in the HYDRAA demolition complaint and examine the alleged violations.

HYDRAA demolition complaint prompts interim directions

After reviewing the allegations, the Commission observed that such trolling and humiliating conduct could affect the right to life, dignity, privacy and peaceful living. These rights are guaranteed under Article 21 of the Constitution of India.

Consequently, the Commission recommended interim relief under Section 18(c) of the Protection of Human Rights Act, 1993.

As part of its directions related to the HYDRAA demolition complaint, the Commission asked the Telangana Director General of Police to take appropriate measures to prevent online trolling. It also directed authorities to ensure protection of the dignity and privacy of the residents.

In addition, the Commission advised the Greater Hyderabad Municipal Corporation Commissioner to assist in restoring street lighting in the area. The civic body was asked to facilitate power supply along the side of the newly laid road.

The Commission also recommended that the Chairman and Managing Director of TGSPDCL provide necessary technical support to restore electricity to the street lights.

Meanwhile, the concerned authorities have been directed to submit detailed reports to the Commission regarding the HYDRAA demolition complaint.

The Commission posted the matter for further enquiry on April 7.
