Telangana budget session begins with Governor address

Hyderabad: The Telangana budget session began with Governor Shiv Pratap Shukla addressing the joint sitting of the Assembly and Council after a ceremonial reception at the Legislature.

Chief Minister Revanth Reddy, Deputy Chief Minister Mallu Bhatti Vikramarka, Speaker Gaddam Prasad Kumar and Council Chairman Gutta Sukender Reddy received the Governor on arrival. Ministers and senior officials also attended.

Before entering the House, the Governor unveiled the Telangana Talli statue in the Assembly premises. Police then presented a guard of honour. Subsequently, proceedings began with the national anthem.

Opening his address in Telugu, the Governor greeted the people of Telangana and outlined the government’s development agenda. He said the budget aimed to ensure inclusive growth. Moreover, he added that every citizen would become a stakeholder in progress.

He said the State was moving towards “2047 Telangana Rising” and highlighted its 4.99 per cent contribution to national GDP. At the same time, he said ease of doing business reforms would drive investments.

The Governor announced plans to shift industries beyond the Outer Ring Road. In addition, he said the government would take up Musi river rejuvenation. Authorities, he added, would establish 45 sewage treatment plants.

He said the government had prepared a roadmap to achieve a $3 trillion economy under Vision 2047. Meanwhile, per capita income reached ₹4.18 lakh.

On urban development, he said the government followed the CURE model. As a result, urban population could reach 53.8 per cent by 2031. He added that GHMC was split into three corporations and the metropolitan region into four commissionerates.

Further, authorities protected 1,045 acres of government land through HYDRA. They also safeguarded assets worth ₹60,000 crore.

The Governor said Kondangal would emerge as an industrial hub soon. Additionally, the BioAsia summit brought ₹1,700 crore in investments. He noted that Telangana ranked seventh in exports with ₹1.61 lakh crore.

He said the services sector contributed 68.6 per cent to the State’s GVA. At the same time, Hyderabad strengthened its position as a global tech hub by hosting 20 per cent of GCCs.

IT exports reached ₹3.13 lakh crore, he said. Moreover, the sector provided employment to 9.39 lakh people.

On agriculture, he said the government followed the RARE model. It disbursed ₹8,744 crore under Rythu Bharosa. In addition, ₹20,616 crore was spent on loan waivers.

He said the government issued 15.12 lakh new ration cards. Besides, it supplied fine rice to 3.38 crore beneficiaries. He added that the government aimed to build 4.5 lakh Indiramma houses.

Under MGNREGA, 6.52 crore workdays were generated. Similarly, the Mahalakshmi scheme enabled 269 crore free bus trips for women.

The Governor said the government planned a green expressway from Future City to Bandar port. Furthermore, Shamshabad would emerge as a hub for bullet trains. He added that new airports were planned in Adilabad and Warangal.

He said the State aimed to emerge as a global hub for development.
