HYDERABAD: The Telangana Legislative Council has unanimously approved the Panchayat Raj Amendment Bill, ensuring significant updates to local governance laws. During the discussion, Minister Seethakka addressed concerns raised by council members, emphasizing the importance of incorporating constructive suggestions into the bill.
The minister highlighted that under Presidential orders, several areas from Adilabad to Achampet have been classified as Scheduled Areas under the 1/70 Act. This classification aims to provide special rights and accelerate development for agency area residents. She urged members to submit their recommendations to further strengthen the bill.
Seethakka also acknowledged that many villages have requested municipal status, believing it would enhance their development. She cited the example of Mulugu district center, which was recently upgraded to a municipality based on public opinion and recommendations from the district collector.
Concerns were also raised about villages being merged into different districts, causing confusion during local elections. The minister assured that these issues are under review and potential solutions are being considered.
Additionally, she addressed the state’s two-child policy for panchayat elections, stating that discussions will be held with the state cabinet and Chief Minister regarding necessary amendments. The government is also evaluating proposals for setting up ration shops in new gram panchayats to improve rural welfare.
Seethakka emphasized the importance of 42% reservations in local bodies, a provision that has been approved by the state but awaits central government recognition. She urged all political parties to push for legal validity at the national level, ensuring increased representation in local governance.
