HYDERABAD: Chief Minister A. Revanth Reddy formally launched the Bhu Bharati portal at a grand ceremony held at Shilpakala Vedika, Hyderabad. The event was attended by Deputy Chief Minister Bhatti Vikramarka, Legislative Council Chairman Gutha Sukhender Reddy, several state ministers, government advisors, MPs, MLAs, MLCs, Chief Secretary Santhi Kumari, and senior bureaucrats.
The Chief Minister commenced the programme by paying floral tributes to a portrait of Bharat Ratna Dr B.R. Ambedkar. He then inaugurated the Bhu Bharati portal, which has been designed to provide a permanent solution to land-related issues in Telangana.
Delivering a powerful address at the launch, CM Revanth Reddy stated that the history of Telangana’s struggles has always been rooted in land rights—from Komaram Bheem’s “Jal, Jungle, Zameen” movement to the armed peasant rebellion and the battles led by communist revolutionaries.
He criticised the previous administration for distorting revenue laws and introducing the Dharani portal, which, he said, had become a nightmare for the public. “It created a situation where people were driven to pour petrol on Tahsildars and attempt immolation,” he remarked, adding that former rulers had demonised revenue officials and portrayed them as exploiters to serve their own interests.
Questioning the integrity of land acquisition under earlier regimes, he asked whether it was not true that thousands of acres were illegally seized through misused laws. In response to such issues, he said, the government had enacted a new Record of Rights (RoR) Act aimed at benefitting the poor and introduced the Bhu Bharati portal to offer long-term resolution to land disputes.
Transparent and Dispute-Free Land Administration
The Chief Minister announced that the portal would initially be rolled out as a pilot project in four mandals. He reiterated that his government’s goal was to establish a transparent and dispute-free land management system.
He placed the responsibility of public outreach on revenue officials and stressed that the administration’s intention was to bring them closer to the people. “Unlike our predecessors, we do not intend to vilify revenue officers before the public,” he assured.
Without naming individuals, he referred to controversial statements made by a former Chief Minister against revenue officials on the Assembly floor, asserting that his government would be strict only with those indulging in corruption, not with the system as a whole.
Bhudhaar and Future Surveys
Looking ahead, the Chief Minister revealed plans to introduce a unique land identification system called “Bhudhaar,” akin to Aadhaar, to streamline land records. Comprehensive surveys will be conducted to map and demarcate agricultural lands with clear boundary identification.
He also called for the removal of misconceptions about revenue officials that have been deliberately propagated. He gave categorical instructions to collectors to tour every mandal to supervise and support the portal’s implementation.
Revanth Reddy urged full cooperation from all stakeholders to implement the new land legislation effectively and ensure its success at the grassroots level.
